Abstract
This invited talk was given at a conference organized by the International Political Science Association entitled, Open Access Publishing: A New Era in Scholarly Communication, held September 13-14, 2022, in Montreal, Canada and online. The author's presentation was part of a panel on "Open Access Publishing Models: Challenges and Equality" within Political Science. After providing an overview of the global landscape of library publishing, the author discusses the problems inherent in charging authors fees to publish their work, especially for the Global South. Library publishing is a branch of diamond open access (OA) publishing, meaning it does not charge readers or authors. The author describes a new OA library publishing platform recently launched at the University of Cape Town, then explains how it and other library publishing programs are made possible by the development of open source publishing software such as Open Journal Systems. The author then provides examples of library publishing programs in the United States and concludes by discussing the launch of a new scholarly journal launched by Adelphi University Libraries, the Journal of Critical Study of Communication and Disability.
