The year 2015 marks the fiftieth anniversary of the Elementary and Secondary Education Act (ESEA) of 1965. Bold legislation followed President Lyndon Baines Johnson’s (LBJ) well-known 1964 State of the Union Address, where the former schoolteacher declared an “unconditional war on poverty” as part of his Great Society mandates.
